随着信息技术的创新演进,数字经济不断加速经济社会产生“数字蝶变”,改变了工业经济时代历经百年形成的生产生活方式、治理模式与经济体系,成为各国经济增长与复苏的重要引擎。数字化转型显然已经成为制造业突破“前堵后追、两面夹击”双重困境的“必修课”,是制造业实现提质、降本、增效的重要途径。在积极与被动并存、困难与机遇交织的复杂局面下,如何有效释放数字经济红利突破制造业发展瓶颈,以“双融合”支撑“双循环”,助力供给侧结构性改革成为亟待解决的问题。

理论部分,本文对数字经济、制造业高质量发展两个核心变量的概念进行了界定,从内在影响、空间溢出效应、区域异质性三个角度分析二者关系的影响机理,并提出研究假设。实证部分,结合2013-2020年30个省(市)面板数据对自主构建的数字经济、制造业高质量发展综合评价指标体系进行测算,围绕“总体-分区域-分维度”框架分析其时空演变规律以及发展现状。在此基础上,立足于空间视角,构建空间计量模型对数字经济、制造业高质量发展的总体、异质性关系进行探究。

结果表明:第一,我国数字经济发展成效显著,呈现逐年递增趋势。分区域而言,东部地区数字经济发展水平遥遥领先于中西部地区,存在着日趋严重的“数字鸿沟”。分维度而言,数字技术应用指数连续7年保持第一且年均增速最快;数字基础设施指数排名第二;而数字产业发展指数连续多年处于低值且增速最慢,与前两维度的差距逐渐加大,是目前制约我国数字经济发展的短板。第二,我国制造业高质量发展水平实现了一定的提升,但增长速度较为缓慢,仅为数字经济指数年均增速的1/4左右。分区域而言,东、中、西三大区域制造业高质量发展指数依次减小,但年均增速刚好与之相反,中西部区域正奋起直追,各区域间差距逐渐缩小。分维度而言,绿色发展指数连续8年遥遥领先,但增速相对缓慢;经济效益指数排名第二;创新驱动指数增速最快,排名第三;而结构优化指数增速较为缓慢,加之基数较低,2017年以来排名最后,是目前制约我国制造业高质量发展的短板。第三,我国各省(市)数字经济指数、制造业高质量发展指数主要集中于第一(高-高)、三(低-低)象限,呈现正向的空间集聚特征,存在着“马太效应”现状。第四,数字经济具有空间外溢性,对本地及邻地制造业的高质量发展均会产生显著的正向影响。就直接效应而言,中部地区最强,西部地区次之,东部地区最弱;就间接效应而言,中部地区最强,东部地区次之,西部地区不显著。创新驱动、经济效益、结构优化、绿色发展是数字经济助力当地制造业高质量发展的主要作用路径,其中对创新驱动的促进作用最强、结构优化次之、经济效益和绿色发展稍弱。

基于此,本文围绕以下三方面提出政策建议:一、加强数字经济基础设施建设,筑牢数字经济发展底座;二、提升自主创新能力,突破关键核心技术;三、发挥数字经济的空间影响能力,推动各区域协同联动发展。以期为数字经济背景下各区域如何有效释放数字经济红利,打破制造业发展瓶颈,实现制造业高质量发展提供政策依据。

With the innovation and evolution of information technology, the digital economy continues to accelerate the "digital butterfly change" in the economy and society, which has changed the production and lifestyle, governance mode and economic system formed over the past century in the era of industrial economy, and has become an important engine for economic growth and recovery of various countries. Digital transformation has obviously become a "compulsory course" for the manufacturing industry to break through the dual dilemma of "blocking before and chasing after and fighting on both sides", and is an important way for the manufacturing industry to improve quality, reduce costs and increase efficiency. Under the complex situation of active and passive coexistence, difficulties and opportunities, how to effectively release the dividends of the digital economy to break through the bottleneck of manufacturing development, support "dual circulation" with "dual integration", and help supply-side structural reform has become an urgent problem to be solved.

In the theoretical part, this thesis defines the concepts of two core variables of digital economy and high-quality development of manufacturing industry, analyzes the influence mechanism of the relationship between the two from the perspectives of direct, indirect and regional heterogeneity, and puts forward research hypotheses. In the empirical part, combined with the panel data of 30 provinces (cities) from 2013 to 2020, the self-constructed comprehensive evaluation system for the high-quality development of digital economy and manufacturing industry was measured, and its temporal and spatial evolution law and development status were analyzed around the framework of "overall-sub-region-sub-dimensional". On this basis, based on the spatial perspective, a spatial econometric model is constructed to explore the overall and heterogeneous relationship between the high-quality development of the digital economy and manufacturing industry.

The results show that, first, the development of China's digital economy has achieved remarkable results, showing an increasing trend year by year. In terms of subregions, the development level of digital economy in the eastern region is far ahead of that in the central and western regions, and there is an increasingly serious "digital divide". In terms of dimensions, the digital technology application index has maintained the first place for seven consecutive years and has the fastest annual growth rate. Ranked second in the Digital Infrastructure Index; The digital industry development index has been at a low value and the slowest growth rate for many consecutive years, and the gap with the first two dimensions has gradually increased, which is currently restricting the development of China's digital economy. Second, the high-quality development level of China's manufacturing industry has achieved a certain improvement, but the growth rate is relatively slow, only about 1/4 of the average annual growth rate of the digital economy index. In terms of subregions, the high-quality development index of manufacturing industry in the eastern, central and western regions has decreased in turn, but the average annual growth rate is just the opposite, and the central and western regions are catching up, and the gap between regions is gradually narrowing. In terms of dimensions, the green development index has been far ahead for eight consecutive years, and the growth rate is relatively slow. Ranked second in the economic efficiency index; The innovation-driven index grew the fastest, ranking third; The growth rate of the structural optimization index is relatively slow, coupled with the low base, ranking last since 2017, which is the current shortcoming that restricts the high-quality development of China's manufacturing industry. Third, the digital economy index and manufacturing high-quality development index of China's provinces (cities) are mainly concentrated in the first (high-high) and third (low-low) quadrants, showing positive spatial agglomeration characteristics, and there is a "Matthew effect" status. Fourth, the digital economy has spatial spillover, which will have a significant impact on the high-quality development of local and neighboring manufacturing industries. In terms of direct effects, the central region is the strongest, followed by the western region, and the eastern region is the weakest; In terms of indirect effects, the central region is the strongest, followed by the eastern region, and the western region is less significant. Innovation-driven, economic, structural optimization and green development are the main paths of digital economy to promote the high-quality development of local manufacturing industry, among which innovation-driven promotion is the strongest, followed by structural optimization, and economic benefits and green development are slightly weaker.

Therefore, this thesis puts forward policy recommendations around three aspects: First, strengthen the construction of digital economy infrastructure and build a solid foundation for the development of digital economy. Second, improve the ability of independent innovation and break through key core technologies. Third, give full play to the spatial influence capacity of the digital economy and promote the coordinated development of various regions. In order to effectively release the dividends of the digital economy, break the bottleneck of manufacturing development, and help it achieve high-quality development.
