       随着“一带一路”建设倡议提出,中外合资企业作为国家之间经济联系的纽带,其发展具有更广阔的空间,而时代的活力也将带动中国与阿拉伯国家之间的合作迈上一个新阶段。但是,受近年来国际政治经济形势的变化以及新冠疫情对国际合作的冲击,“走出去”的中国企业正面临国际市场的巨大变化和全新挑战。

       在此机遇和考验并存的情况下,埃及作为阿拉伯世界多样化经济的重要组成部分之一,政府在政策上鼓励外商投资,在与中国的传统的友谊及合作基础上,涌现出很多中埃合资企业。虽然经过多年发展,但由于经济、文化和习俗等因素影响,埃及的合资企业发展仍面临诸多问题。主要体现在公司战略目标不明确、战略资源不充足、战略工具未能发挥作用、战略功能未能有效发挥等方面,这些核心问题严重阻碍了合资企业的持续健康发展。

       本文即在此背景之下,按照提出问题、分析问题、解决问题的研究思路。以中埃合资的X-E公司为研究对象,找出该公司当前发展战略面临的问题,并分析其原因。运用相关战略工具对内外部环境进行分析,而从进行战略设计和选择,并制定实施途径及保障措施。通过对研究结论进行总结和展望,为X-E公司的企业发展战略体系完善和稳健发展提供现实指导,也为同类型的境外合资企业注入新的发展活力,在发展战略研究领域有着重要的实践意义。同时,进行企业发展战略制定的具体研究,选择合适的公司发展战略类型,丰富海外合资企业发展战略理论研究范围,运用一系列分析方法和工具进行定性和定量地全面研究,在理论研究上具有重要意义。

       本文针对X-E公司实际情况,结合企业战略发展管理相关理论和分析工具及模型,对其内外部环境进行了全面的分析。在此基础上,为公司发展战略的选择以及实施保障方面提供了相关建议。首先,对X-E公司整体情况、管理、生产经营和财务等方面进行介绍,随即通过调查后提出X-E公司当前发展战略面临的问题,即战略目标不明确、战略资源不足、战略工具未能发挥作用、战略功能未能有效发挥,层层深入对其主要原因进行分析。接着,对公司的外部环境进行分析时,运用一系列工具和模型来获取更全面的信息,并通过EFE矩阵来量化分析外部的关键因素;对企业的资源状况进行研究,包括人力资源、物力、财力等各个方面的核心竞争力和状况进行研究,并运用IFE矩阵进行内部关键因素的量化分析。然后,通过运用SWOT模型进行内部关键因素和外部关键因素的分析和对比,深入了解X-E公司的外部竞争环境和内部资源情况。这种分析能够揭示出公司在把握外部机会和应对威胁方面的能力。经过细致的研究,发现X-E公司在把握外部机会和威胁方面的能力相对较差。然而,X-E公司内部具备一系列优势,这些优势超过了劣势,为公司的战略选择奠定了坚实的基础。接着,采用QSPM矩阵综合评估了公司内外环境的关键因素,以及各种战略选项的优劣势,从而为决策者提供了有价值的信息。对每个战略选项进行评估,并考虑其对公司长期发展目标的贡献程度。在保障公司战略实施方面,提出了一系列有针对性的建议,包括组织资源、制度流程、风险管控、技术创新和激励约束等多个方面。最后,对研究结论与展望进行总结。

      经本文分析研究的X-E公司发展战略,对该公司在当前新的国际形势下,如何面对新冠疫情、俄乌战争和逆全球化的挑战,进行风险防控,保持健康持续的发展,具有重要的理论和实践研究意义。同时,本文通过对X-E公司发展战略研究,提出的建议和对策也为其它国际合资公司在设计战略规划时提供参考,具有一定的借鉴意义。

      Since the 1980s, with the pace of the country's opening up to the outside world, the process of international cooperation among Chinese enterprises has continued to advance. From the initial introduction of foreign investment and foreign advanced technology to promote the development of domestic enterprises, more and more Chinese enterprises have practiced "going out" initiative, especially after the "Belt and Road" initiative was proposed, Sino-Foreign Joint Venture Companies as the link between countries in economic relations, have broader space for their development. The vitality of the times will also drive the cooperation between China and Arab countries to a new stage. However, due to changes in the international political and economic situation in recent years and the impact of the COVID-19 epidemic on international cooperation, Chinese companies that "go global" are facing tremendous changes and new challenges in the international market.

       In this situation where opportunities and challenge coexist, Egypt as one of the important parts of the diversified economy in the Arab world, the government encourages foreign investment in policy. Based on the traditional friendship and cooperation with China, many Sino-Egypt Joint Venture Companies have emerged. Although after years of development, the Joint Venture Companies in Egypt still faces many challenges due to economic, cultural and customary factors. Mainly reflected in the unclear strategic objectives of the company, insufficient strategic resources, failure of strategic tools to play a role, failure to effectively perform strategic functions etc. These core issues have seriously hindered the sustained development of the Joint Venture Companies.

     This paper is based on this background and follows the research ideas of raising questions, analyzing questions, and solving questions. Taking X-E Company, a Sino-Egyptian joint venture company as the research object, this paper explores and explains the issues faced by the company's current development strategy and analyze their causes. Use relevant strategic tools to analyze the internal and external environment to propose and select strategies, and formulate implementation approaches and supporting measures. By summarizing and looking forward to the research conclusions, it provides practical guidance for the improvement and steady development of X-E Company's corporate development strategy system, and also injects new development vitality into similar types of overseas joint ventures, which has important practical significance in the field of development strategy research. At the same time, we conduct specific research on the formulation of corporate development strategies, select appropriate types of corporate development strategies, enrich the scope of theoretical research on overseas joint venture development strategies, and use a series of analytical methods and tools to conduct comprehensive qualitative and quantitative research, which is important in theoretical research.

      Based on the actual situation of X-E Company, this article conducts a comprehensive analysis of its internal and external environment based on relevant theories and analytical tools and models of corporate strategic development management. On this basis, relevant suggestions were provided for the company's development strategy selection and implementation guarantee. First, the overall situation, management, production operations and finance of X-E Company are introduced, and then through investigation, the problems faced by X-E Company's current development strategy are put forward, namely unclear strategic goals, insufficient strategic resources, failure of strategic tools to play a role, the strategic function failed to be effectively performed, and the main reasons were analyzed in depth. Next, when analyzing the company's external environment, a series of tools and models are used to obtain more comprehensive information, and the EFE matrix is ​​used to quantitatively analyze key external factors; the company's resource status is studied, including human resources, material resources, Conduct research on the core competitiveness and status of various aspects such as financial resources, and use the IFE matrix to conduct quantitative analysis of internal key factors. Then, by using the SWOT model to analyze and compare internal key factors and external key factors, we can gain an in-depth understanding of X-E Company's competitive environment and internal resources. This analysis can reveal a company's ability to seize external opportunities and respond to threats. After analysis, it was found that Company X-E was relatively poor in its ability to grasp external opportunities and threats. However, X-E has a series of internal strengths that far outweigh the weaknesses and provide a solid foundation for the company's strategic choices. Then, Analysis using the QSPM matrix is ​​an effective strategic planning tool that can help X-E Company identify strategic options suitable for its development and formulate ways to implement these strategies. The QSPM matrix comprehensively evaluates key factors in the company's internal and external environment, as well as the advantages and disadvantages of various strategic options, thereby providing valuable information to decision makers. During the analysis phase, data from X-E's internal and external environment will be collected, evaluated and categorized. These environmental factors can include market trends, competitors, technological developments, regulations and policies etc. Next, each strategic option is evaluated and how well it contributes to the company's long-term growth goals. In terms of ensuring the implementation of the company's strategy, we have put forward a series of targeted suggestions, including organizational resources, institutional processes, risk management and control, technological innovation, incentives and constraints, etc. In order to ensure the smooth realization of strategic goals, supervision and management should be strengthened at the institutional level to ensure that all decisions and actions are consistent with the strategy. In terms of personnel, companies are encouraged to cultivate and attract talents with relevant professional background and experience to enrich the intellectual capital of the team. At the same time, in order to ensure the achievement of strategic goals, while strengthening performance tracking and evaluation, an incentive and restraint mechanism is established to stimulate the enthusiasm and creativity of employees. In addition, the importance of innovation is emphasized and companies are encouraged to cultivate innovative awareness and capabilities to respond to market changes and challenges.

      In summary, the author followed the research ideas of raising questions, analyzing question and solving question. Propose the main issues facing Company X-E's current strategy and analyze their causes. Then, a series of tools are used to analyze the internal and external environment of X-E Company, and a development strategy suitable for X-E Company is selected and planned to promote its sustainable development.

      The development strategy of X-E Company analyzed and studied in this paper is of great importance to how the company faces the challenges of the COVID-19 epidemic, the Russia-Ukraine war and anti-globalization, carries out risk prevention and control, and maintains sustainable development under the current new international situation. It has the theoretical and practical research significance. At the same time, through the study of the development strategy of X-E Company, the suggestions and countermeasures put forward by this paper can also provide reference for other international Joint Venture Companies when proposing the company strategic and have certain reference significance.
