随着社会主义市场经济体制不断完善，传统公务用车制度越来越难以适应形势发展需要，公车使用和管理中存在的问题日益凸显。为解决公务用车领域存在的突出问题，党中央、国务院专门作出部署，强调要全面推进公务用车制度改革。近年来一些地方和部门进行了积极改革探索，为全面推进公务用车制度改革积累了有益经验。XY县已按照县委、县政府的要求初步完成了公车改革，其已取得的成效背后，哪些困境仍待进一步解决，对深化公车改革意义重大。

       本文以XY县为例，深入探讨公车改革存在的问题及其对策，以期推动XY县公车改革的进一步深化。论文理论结合实践，首先阐述了新公共管理理论、激励保健理论、服务型政府理论等相关理论与公车改革之间的内在联系；其次采用访谈法、文献研究法、问卷调查法等方式，分类梳理了XY县公务用车改革的进程及目前的管理现状，并就成效与存在问题进行了深入分析；文末，结合XY县公务用车管理实践，从六个方面提出了优化公车管理的具体措施，为推动公车改革成效落地生根提供了方法支持。

      本论文通过对公车改革中存在的问题和对策的研究，得出了以下结论：当前公车使用和管理中存在诸多问题，需要采取多种措施进行改革和完善。优化公车使用和管理制度、引入竞争机制、加强监管是推进公车改革的重要途径，公车改革需要引起各方的高度重视和关注。

 

With the continuous improvement of the socialist market economic system, the traditional official vehicle system is more and more difficult to adapt to the needs of the development of the situation, and the problems in the use and management of official vehicles are becoming increasingly prominent. In order to solve the outstanding problems in the field of official vehicles, the Party Central Committee and the State Council have made a special deployment, emphasizing the need to comprehensively promote the reform of the official vehicle system. In recent years, some localities and departments have carried out active reform and exploration, and accumulated useful experience for comprehensively promoting the reform of the official vehicle system. XY county has initially completed the bus reform according to the requirements of the county party committee and the county government. Behind the achievements, which difficulties still need to be further solved are of great significance to deepen the bus reform.

Taking XY County as an example, this paper deeply discusses the problems and countermeasures of bus reform, in order to promote the further deepening of bus reform in XY County. Combining theory with practice, this paper first expounds the internal relationship between the new public management theory, incentive health care theory, service-oriented government theory and other related theories and bus reform ; secondly, by using the methods of interview, literature research and questionnaire survey, this paper classifies and combs the process of official vehicle reform in XY County and the current management status, and makes an in-depth analysis of the effectiveness and existing problems. At the end of the paper, combined with the management practice of official vehicles in XY County, the specific measures to optimize the management of official vehicles are put forward from six aspects, which provides methodological support for promoting the effectiveness of official vehicle reform.

In this paper, through the study of the problems and countermeasures in the reform of the bus, the following conclusions are drawn : There are many problems in the use and management of the current bus, and various measures need to be taken to reform and improve. Optimizing the use and management system of buses, introducing competition mechanism and strengthening supervision are important ways to promote the reform of buses. The reform of buses needs to be highly valued and concerned by all parties.
